Soft Jeep style upper windows. My husband hates them, I like them. Have a couple finishing touches but it worked at 62 mph without noise. It does bellow outward along the bottom with wind and at 30 mph or faster - but it doesn’t flap. About $120 of material. I used 1/16th ABS sheet to make a 1.5” frame around the outside of the open area, plus a triangle between front and rear seat area. I also used very low quality vinyl windows (20 mil from Hobby Lobby). Add in lots and lots and lots of velcro and gorilla tape and viola, you have cheap windows and an enclosed FUV.
Granted there is only one side for ingress and getting in and out is a bit of a PITA. You have to lift the bottom back edge of each window, lift, and shimmy yourself in. But if you’re cheap and really want dry seats and seatbelts, this might be an option.
If you like arts and crafts and have about 10 hours to spare, you can easily make your own. I didn’t have the time so it took me about 3 weeks. But it was fun. And they work unusually well (so far).
